Can I force a task as Summary task?

Hi, we have a project which PM only creates high level summary tasks for
publication. Then team members are requested to create own subtasks under
these summary tasks.
The problem is: since those high level tasks have no subtasks underneath,
team members can not find them in "summary task" field on page of "Create new
task" from PWA.
My question is: in this senario, can I force a task as a summary task
without subtasks underneath? Or, does anyone have other idea to achieve this
request?

Why don't you create one subtask below each summary task and make the
subtask a Milestone task? That would be the simplest solution to your
problem. Hope this helps.

Thank you, Dale, it is what I am doing now, I just wonder if there is any
tricks to avoid doing so. It seems no shortcut to go...
