No, but you can package your database with runtime support. That is a
separately priced item... the Office <version> Developer Edition for
versions prior to 2003, and the Visual Studio Tools for Office 2003 System
for Access 2003. It doesn't change your MDB or MDE, but provides a
design-view-disabled copy of Access that you can distribute to users who
don't have Access.
