Can I get picture manager without having Microsoft Office 2003?

I really like the way that Microsoft Picture mananger manages digital images
but it appears as if it only comes as a package with Microsoft Office 2003.
Is purchasing office 2003 the only way to acquire this program? Thanks for
any help,
