Can I have multiple child divs?

I need to have absolute positioning of the Button Bar like I do with the
text box over the JPEG on the Lawyers page (child div). The Button Bar needs
to stay in the same position as Home and Contact pages.

I don't understand your question. The button bar appears stable to me.

It is related to the white space issue at the bottom. If I try to move the
tables up to get rid of the white space, the tool bar shifts, I want to make
it's position absolute, I am so freaking frustrated with the white space
issue Murray.
