Can I import a scanned image (certificate) ?

I am wishing to "fill in the blanks" of a certificate that is already on
paper. I have made several attemps to scan image and send it to Office 2000.
Once on the screen, I can not flip it with the draw toolbar nor can I input a
name or date onto the certificate. Can someone help me?

you can for instance set the cert's image as a background for the document
(double clik on picture, layout, behind text) and position the cursor to the
fields.

Did you OCR the certificate? That is required in order to be able to modify
the image.
