can I install contacts manager without email or server?

I am getting message - cannot find server - on installing contacts manager.

I have standalone PC with outlook freshly installed today. I only have email
that does not work with outlook at moment.

Can I install contacts manager and how do I get round the error message
which rolls back the installation process.

BCM works in Outlook without email.

BCM does require an MSDE server (light weight sql server that's
installed by BCM setup) for storing its data.

It sounds like BCM is failing on the MSDE portion of Setup
Is this BCM v1 or the BCM Update?
At what point is setup failing and what is the exact error message (if any)?
