Can I install ProjectServer 2003 on DC ?

Dear all:

Can ProjectServer 2003 install on Domain Controller?
Because after I do that, it will show the error message

"Administrator has lock the file /ProjectServer/Admin/Admin.asp"

But if I install on other server which not domain controller,
then everything is fine.

Can I solve it?

Yes, its can work if you install on DC.
