can I make rules run before junk email?

I am using outlook 2003.

I have the junk email catcher set to low and it does a decent job of
blocking a lot of junk mail.

But there are certain messages that have specific words that I don't
want to ever go to the junk mail folder. I cant figure out how to
create a rule to keep these.

This is how I tested it. I created another mail.com email account and
put it on my blocked senders list. I have a rule to check for that word
and then stop processing rules. I sent an email from it to my normal
email account. I put in the message the specific words that I want the
rule to keep. But it goes to the junk email folder.

Is there a way to create a rule to look for a word in the email and
keep it in the inbox, even if the junk email catcher thinks that it is
junk?
