You may want to look at Microsoft Mappoint as one approach
to doing this. (http://microsoft.com/mappoint).
This is an example of mapping territories. It can
be done on a city scale as well as the larger scale shown here
along with demographics data

If you're looking to do this in MS Office you may want to
look at the features in Mappoint as one option

Hopefully in the 2005 version there
will be better support for gps...

Hi Chris,

I understand the GPS support will in fact be one of the areas of
enhancement in the next version of MapPoint (2006?).. something along
the lines of the GPS improvements in S&T / AutoRoute 2005.
