Can I password protect a folder on a public drive?

Two options I can think of:
Use your security settings to only allow people you want to use the folder
accordingly, or

2) Turn the folder into a compressed Folder (right click, send to,
compressed folder) open the compressed folder and click File | Add a Password.

I'm sure there might be better ways to do this, just 2 quick thoughts I had.

One thing I can think of is the use of local group policies. You can allow
yourself only to view that folder and take away all other users even the
Administrator. but bare in mind that the Admin can take control by taking
ownership of the file.

Nope, MS Office provides no such feature. Contact your network
administrator as to your options.
