Right click on the clip art image
click format picture
click layout tab and choose square ot tight
Right click again on image click Grouping & Ungroup
RIGHT CLICK AGAIN and click Grouping & Group
You can now go to the drawing toolbar and use the free rotate tool.
Only way I know how to do it!
