Is Outlook the program for this?

To cut down on off-topic emails at work (a scourge!), I need to set up the
following: I want to be able to have my colleagues submit "classified ads"
and announcements to a central address, then have a program that compiles
those messages and sends them to one address (or more, if possible) at the
end of each day as a digest.

I could use Yahoo Groups or something, but I would like this to be internal
if possible. If Outlook cannot do this, does anyone have a suggestion for
another resource or software that might? Thanks!

If they are your colleagues, how are you going to force them to do
anything? Get your boss to talk to their boss to ask why they are
wasting time with all this garbage e-mail.

If you have Exchange, they could Post to a public folder and people could
chose to read them.
