Can I set preference for font size for all comments?

Each time I insert a comment it comes up with an 8pt font. I want to change
that to the 12 pt. I don't know how. Can someone tell me?

RClick the comment then click format comment.

To change the default font size (this will affect tooltips in Excel and
other programs):

Right-click on the desktop, and choose Properties
On the Appearance tab, click Advanced.
From the Item dropdown, choose Tooltip
Choose a font Size, click OK, click OK
