Can I use Access 2003 upgrade with Office 2003 standard?

I want to get Access 2003 and I currently have Office 2003 standard. Can I
get just the upgrade instead of the full version?

No - that's a cross-grade, not an upgrade. There are no cross-grade editions
available.
