Can I use msn downloaded background as theme?

I am developing U.K. Sailing Club Website.I downloaded a
background,PHO3744I.jpg with the intention of using it as a Theme for website
pages but seem not to be able to find/use it when using "Formatting Theme".
I am using Windows XP
Help/suggestions welcome.
