Can I use Outlook dialer with a tele system NOT connected via mode

My phone isn't connected via modem, but through Nortel-Norstar telephone
systems. Can I still dial in Outlook using this method?

Outlook uses the Windows dialer. The Windows dialer, as far as I know, will
handle only real analog modems.
