Can I use Outlook to access exchange account

I have an email account at a college in town. The address for the account
is:
https://exchange.pba.edu/exchange/

Is there any way I can access my email using Outlook 2003?

I have tried setting up an email account using http, but no matter what I
do, nothing seems to work.

If all you have access to is Outlook Web Access, then very likely the answer
is no - just through the browser.
