You can create nice effects using PowerPoint's AutoShapes (for example, check
this out: http://www.indezine.com/bank/balleffect.html ). Or using new
OfficeArt effects in PowerPoint 2007 (Read this:
http://www.rdpslides.com/pptfaq/FAQ00723.htm ). But it's not recommended
since PowerPoint is a presentation program, not a graphics editing tool. The
best way is probably to design using graphics editing tool such as Photoshop.

What Shawn said.

In addition, I'd *not* recommend using PPT to actually do the site, either.
This is because, even though you can Save as Webpage in PPT, the HTML PPT
creates is really bad. It's much better to use an application designed to
make webpages -- something like Front Page or Dreamweaver....
