can keywords be added to images in picture manager?

I work for a small charity and we have thousands of images on our server. We
want to manage them better and are wondering if picture manager (Office 2003)
might do it. But we need to be able to add keywords to the pics to help
staff find them quickly. Is it possible to do this? In 'properties' there is
a keyword line but nowhere to actually add them.

Alternatively,does anyone know of a really good piece of software to help us
manage our image library? we're also looking at iBase but It's probably too
expensive for us. We have looked at Picasa too, but it's not networkable, or
at least not as far as we can tell.

Irfan Viewer is a pretty good picture manager and you can't
beat the price.

It allows you to add comments to pictures; I don't know how
you would search through them though.

It's possible to add keywords etc to pictures using Windows
Explorer. (Right-click and choose "Properties" then
"Summary".) However again I don't know how you'd search on
them.
