Can never post a message on this Outlook site

Every time I try to post on the Outlook general question site I get "Sorry,
site temporatily unavailable. Try again later.

You could try the easier way, using a newsreader (Outlook Express,
Thunderbird), and open
news://msnews.microsoft.com/microsoft.public.outlook.general
