Can not access an imbedded web link in an e-mail

Each time I attempt to access a link inside of an e-mail in Outlook 2003, I
receive this message:
THIS OPERATION HAS BEEN CANCELLED DUE TO RESTRICTIONS IN EFFECT ON THIS
COMPUTER.
It happens on every e-mail in which there is a link to a web page inside the
e-mail. I will appreciate a solution, please.

You are trying to convince us that you have NEVER before used an online
search engine, like Google? Or your newsreader cannot search the group for
the error message BEFORE you post the same question?

Actually the problem is often caused by non-Microsoft software, like a user
installing Google's Chrome web browser and then later uninstalling it but
Chrome's uninstall doesn't restore a required registry key's value.
