Can not create/open files in access w/o user login

I have a laptop to use from HPHC and have tried to use
Access 2000 but every time I try to create/launch anything
within Aceess 2000, it requests a user logon and will not
accept any user/password. I have uninstalled office and
used the removal tool from MS. Deleted any reference in
the registry and reinstalled several times. Everytime met
with the same issue. I am ready to fdisk.....
Any help would be appreciated.
