Can not customize Outlook

When I click on the Customize Outlook button nothing
happens. How do I correct this?
What I really want to do is to have Outlook open with the
Inbox as the default "home page", how do I do that?

Select Tools to Options. Click on the Other tab, then
select Advanced Options. At the top of that dialog box,
you'll have the ability to select the folder in which to
start.
