can not insert behaviors

behaviors task pane greyed out, checked authoring on page both java scripts
and applets are selected.

In Tools, Page Options, Authoring, check all the boxes and set the drop
downs to "Custom"

What are the steps you're using? Are you saying that when you choose
Format, Behaviors that the Insert button on the side bar doesn't work? Do
you have a page open?

yes I have a page open, then format, behaviors and the insert and delete
buttons are greyed out not allowing me to insert. Since this is the first
time I've done this I am afraid I am doing something wrong and help isn't
that helpful.

since this is the first time I've tried this I'm afraid I am missing
something. Help is not that helpful.

You need a FP Web/Site opened in FP first, not just a page in the site
