Can Not Open Excel 2003 files with Excel 2007

When I try to open a file that is in 2003 format the file does not open. If
I open Excel first then using explorer try to open the file it works fine.

Also if I create a new file and save it in 2003 format .xls the same problem
happens. If I open Excel first the file will open fine with a double click
in explorer.
