Can not receive but can send mail in outlook 2003 after melt down

Following a hard disk recovery, outlook 2003 now fails to download messages.
Previously no problem. All updates current. Hitting send and receive does
nothing (but will send if anything in outbox). Settings are correct. No
firewall issues. Eudora and Outlook express send and receive normally with
the SAME SETTINGS on the SAME MACHINE. No error messages.
Attempted repair and reinstall (including all of Office Professsional 2003)
was no help.
Is there anything I can do other than reinstall Windows XP SP2?

Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after trying to receive?

The OPMlog simply reads:

Well that pretty much indicates that Outlook thinks there are no accounts
on which to send or receive mail. Could you go to Tools -> Send/Receive ->
Send/Receive Settings -> Define Send/Receive Groups... and make sure that
your accounts are set to send and receive mail? If that doesn't work, you
might try creating a new profile (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;829918).
