Can not resize the height or width of Web Page shape in Visio

I am using visio 2003 to build a Web Site Map. I am using the Web Page shape
from the Conceptual Web Site Shapes palate.
Although this shape can be resized proprtionally by dragging the corner
resizing handles, the width and height handles do not adjust the width and
height as you would expect.
The Width handles do not resize at all, and the the height handles resize
the shape proportionally (in the same way as the corner handles).
I have checked the Protection settings for this shape and none of the
Protect Settings are selected.
Please can someone let me know how to "unlock" this functionality so I can
adjust the height and width of this shape without scaling the whole shape
proportionally.
NOTE: the same issue occurs with other shapes from the Conceptual Web Site
Shapes palate.
