Can not send emails but can receive. Why?

I have Microsoft Office outlook 2007 and I can only receive messages and not
send. I have no idea why. I work at home and have tried several options but
nothing is working..your advice is greatly appreciated. Any suggestions or
help please!

Call your ISP and ask if the problem is on that end. (I've had problems
where my ISP blocked outgoing mail after I did a bulk mailing of a
newsletter. It seems I triggered their spam alert)

What does "tried several options" mean?
Have you tried the "Test account settings" button in Email accounts? Does
that give any error messages?
