Can one change working language from French to English?

I have Office Student Version 2003, can I change from French to English when
creating presentations, ie menu and tools display in English?

No, not in the Students and Teachers Edition. You would have to
purchase and install an English language version of Office 2003
(or Powerpoint 2003) to get English menus. If you had Office
2003 with the Multilingual User Interface Pack (available only to
enterprise and volume-license customers), then you would have the
ability to choose one of a several available menu languages.

I understand the subject is from French to English, but how can one change
the language when using an older version? I am using microscoft outlook 2000
where I work, is there a way to change the national language to english?
