Can only send emails to .edu addresses

When I try to send emails to any address that ends in
something other than northwestern.edu (like hotmail.com
or something.net) I get an error message from the System
administrator saying

Your message did not reach some or all of the intended
recipients.

Subject: test
Sent: 8/5/2003 10:46 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 8/5/2003 10:46 PM
550 Recipient must be in form of: user,
(e-mail address removed), or
(e-mail address removed)

Obviously there's something wrong here... anyone know how
to correct this so I can send emails to other email
addresses?
