can outlook2002 pst be used on outlook 2003, if yes should I convert the pst
file to 2003 format? please advice.

Yes Outlook 2003 will open and use a 2002 pst file.
The 2002 pst file format is restricted to about 1.8 GB in size, and (AFAIK)
is not so robust.
You can't convert AFAIK, you must create a new pst file in 2003 format and
move all your data from the 2002 file to it.
