Publisher does not handle all types of TIFF file too well.

It is normally advised that you use a format like PNG instead. PNG offers
better compression than in TIFF, but does not offer multiple images in one
file (which Publisher has trouble with anyway)

Does 2003 do any better? I am using tiff's because I am under the impression
that this format maintains the picture quality and data better than jpeg

2003 does no better in this area, AFAIK.

But using PNG makes for a smaller file than TIFF, but is completely lossless
(all image data is retained, unlike JPEG) - which is why I recommend it.
