can receive but can't send email

using win xp pro sp2 and outlook 2002 xp3

mail account has not been changed.
double checked everything and it's correct.
hit the test button and i get all green check marks
send test message to myself and it sends normally, nothing in outbox.
hit send/receive and nothing come in.

before when i used to hit the test account button, i would get an email
saying it worked, now i get nothing. email looks like it's getting sent but
it never goes thru.
no error messages, no signs of it not working. but i know it's not because
i don't get the test message, i don't get any emails i send to myself using
different accounts, and my friends don't get any of my test emails. please
help!!!

added outlook to firewall exception, configured it with norton 2003 pro

What happens when you try to actually send a message (not the test settings
button)? If you get an error message, what is it? Turn off Norton's
scanning of email messages - lots of people are having problems with it and
it's not necessary. You may need to uninstall Norton and reinstall without
the email options in order to actually turn it off...

Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after you send a message?

These lines clearly indicate that your mail client successfully sent a
message to the mail server and that the mail server fully accepted it.
Thus, I can only conclude that it is your mail server that has the problem,
not your mail client.

At this point there is nothing more that Outlook can do. You should
contact your ISP and find out if they can help you discover why the
messages never get from the server to their destinations. It may well be
some spam filter along the way...

but this is also happening on my comcast account...when i send email via my
comcast account, the same thing happens...could it be something on both ISPs??

would norton interfere? how about a virus redirecting email??

You're going to have to work with your ISP on this one. The logfile you
posted clearly showed the mail being accepted for delivery by the server.
There's nothing on your machine that can affect mail delivery at that point
- it's in your ISP's hands. It might be that some anti-spam software
somewhere is dropping your message, or something similar. Only your ISP
will be able to tell...
