Can recieve, but not send emails in Outlook 2003

A customer of mine has a strange problem.
He is able to recieve emails in Outlook 2003, but not send.
When he tries to send an email, it goes to the outbox. When he press send &
recieve, it reports everything OK, but the e-mail is still in the outbox.

I know that the ISP settings are correct ( I work for the ISP). I have tried
to do some searches on the KnowledeBase, but not found any answers.

Help anyone?

Firewall blocking that port? Properly authenticating to the outgoing
server?
