Can scannable barcodes be created w/ any MS application

I am attempting to create scannable barcodes that would correspond to a group
of names. Not sure if this is possibe anywhere in MS office

You certainly can do it in Excel, and possibly in Word. You need to have
downloaded some special barcode fonts to do it though....
