Can see project in the Project Renamer utility, but not in Web Acc

I think there is an orphaned Project record in my database. I cannot view it
in Project Web Access to delete the Project, but I can view it in the Project
Renamer utility.

I thought about moving the record from MSP_PROJECTS, but I was worried that
I would further orphan data somewhere else in the database. How can I fully
delete this project from the database?

It doesn't look like it is attached to a project owner, which may be part of
the problem.
