can send but not receive e-mails

Hi

After a "spectacular" (my IT help person's comment!) failure of Windows XP I
am reinstalling programs - including Outlook 2003. I have set up one account
so far and can send but not receive. The error message is:
Task 'account name - Receiving' reported error (0x8007007E) : 'Unknown Error
0x8007007E'
The test message says it's working OK and the messages are viewable on
webmail - but don't download.
I've checked settings and am pretty sure I have tham as they were before but
....

Any ideas very welcome.

Update

I have since set up 2 more accounts - each using a different mail server -
and the same problem applies - same error message, etc.
