I am interested in seeing if email I send can be made (by me the sender) to
appear a specific color in the one line view of the Inbox in Outlook? (sort
of like how Tools/Organize/Using Colors can be used to control how received
mail can be organized)....

You can't control what the recipient sees. It's their PC, not yours.
