In a working environment, on the common share, that a user is granted access
to, can the administrator who grants and revoked access, view all activities
of any/all user(s)?

The "Gaming" environment, as represented by Reno and Atlantic City, conducts
sophisticated and continuous monitoring of all user and employee activities
as a matter of "Standard Business Practice".
You need to consult a lawyer well-versed in the labor laws of your locality
in order to determine the type and location of monitoring that is allowed in
your particular "working" environment.

If you are referring to a monitoring computer-related activities in a
Server / Client network controlled by a Network Operating System, then...
Yes, a Systems Administrator can track your Internet visits to porn sites,
access your torrid e-mails to your girlfriend, and log your key-strokes.
No, without a security camera, a Systems Administrator can not watch you
sexuaually harass a subordinate.
