Can the Bcc bringing down hotmail completely??

Dear All , I sent a letter asking a group that when they
sent bulk email letters that they use the 'Bcc', which
they did but they claimed that this below happened , Can
any one explain if this is possible just by using Bcc????

Re:....last week requesting bulk mail lists to be sent
by "Bcc" to avoid spam and viruses and did exactly that
and it brought down my hotmail completely. I have since
been unable to reply to any incoming mail from my hotmail
account. It may be a compliance issue with an older
version of Internet explorer I'm using however the timing
was as outlined.
