Can the cities listed under the various time zones be edited

You can't edit that list, but why do you care? You certainly know wha
time zone Oslo's in, so choose that time zone

I see it now. HKLM\Software\Microsoft\Windows NT\CurrentVersion\Tim
Zones contains the names. It doesn't look easy to change
