You can change the system wide settings from the Windows Control
Panel.
Start + Control Panel + Mouse + Pointers
Click on the Text Select pointer.
Click on Browse.
Pick the I bar pointer of your choice.
Click Apply
Click OK

The above will affect all programs that use the Text Select pointer.
