Can Vlookup accomplish this?

I tried that formula and it says theres an error and keeps highlightin
that $A$1 part at the beginning of the formula. Any suggestions?

Hi

I forgot to replace semicolons, which are delimiters for me, with commas in
my formula. Make replacements and it'll work.
