Can Word or PDF files are loaded on web page using Microsoft Publisher Web designing..?.

Our college is going to create a website. whom we give contract is
said that he has require more time because he have to type again all
the data which we given him on CD, in the form of MS Word file.?

Is it is not possible to copy paste the data in frames?

or If we want to upload the files on our web page (doc or pdf) is it
is possible with the help of microsoft publisher...

i am new to this field
