Can you configure Outlook to receive mail only?

Can you configure Outlook to receive mail only? we have
a communal pc at work and whilst i would like it to
receive mail i do not want it to be able to send mail as
it would be untraceable to a specific user. any ideas?

Just a thought: How about block the SMTP port (normally port 25) ?

Exchange mailbox? Set the send quota of the mailbox to 0KB

For POP3; configure it with an invalid SMTP server or block port 25 on the
client
