can you insert a picture from file into a protected work sheet?

i have created a form, if i protect the sheet the users can fill in only
where they are supposed to! i need to be able to insert a picture from file,
but as soon as i protect the worksheet the icon turns to the shade that shows
it cannot be used.

is there a way to do this please

i am using Microsoft Office Excel 2003
