Can you make a template in Outlook for a recurring e-mail?

I have a recurring e-mail I am sending to multiple recipiants. Is ther a way
to make a form or template in Outlook Mail.

Yes, just create it and save as a template.
An addin such as Email templates is a more flexible solution that allows you
to reply to individual email with a specific template:
