Can you make a water mark background and can you customize colors

I am new to Publisher and I am trying to self teach. I wanted to find
out some basic things before I spends hours of time on it, trying to
re-invent the wheel. Any suggetions would be great on creating
Newsletters.

Lots of templates you can use and modify...or start from scratch.

Yes you can watermark using a master page...and customize colors
too...amazing!
