Can you open a new Tab?

Instead of opening a new window (_blank) is there a way to open a page in a
new tab - in browsers that offer tabs?

I saw an article that said using target="_new" would work but it didn't when
I tested it.

It's a preference that is set up on individual browsers. Mine are set
to open new windows and pop-ups in new tabs.
