Can you purchase Outlook 2007 Business Contact Manager separately?

Is it possible to purchase Outlook 2007 Business Contact Manager seperately?
I work for a small nonprofit and we can get a version of MS Office 2007 very
inexpensively, but it does not have the Business Contact Manager included.

If you have pro, small business or ultimate version of Office , it comes
with BCM. If you have pro plus or enterprise volume license you can order
BCM.

Howerver, if you have any other office SKU such as standard or basic, you
won't be able to use BCM,
